Resident Evil Outbreak is a survival-horror game released exclusively for the PlayStation 2. The gameplay is similar to the previous Resident Evil games and consists mainly of exploring, solving puzzles, finding items and surviving. It was the first Resident Evil game with multiplayer capability, using the PlayStation 2's online network. Up to four players could participate simultaneously in one scenario. Alternately, in single-player mode, the player is accompanied by two AI-controlled characters.

Finally got to play this after so many years and setting up all the online stuff. At the time of writing this I haven't properly tried the online with other people but the single player experience isn't bad at all if you know how to play classic Resident Evil. I did play on easy mode though to save myself some of the tedium of playing solo.
This really just feels like a multiplayer version of the classic games and it's pretty great. There is so much potential here. If Capcom made these today they would be amazing. The world was not ready for this when it released lol.
Some controls are weird and lots of quality of life changes can be made but still pretty cool for what it is.

They really need to make a remake of this game, even though it was designed for multiplayer back then. The single-player mode was playable. Unfortunately, it was way ahead of its time. :P
