A pesar de estar basado en la película de 1989, la trama del juego se parece poco a ella. El jugador guía a Ariel o King Triton a través de niveles submarinos de manera similar al juego Ecco the Dolphin, y puede moverse en cualquier dirección. El juego es idéntico independientemente de la elección del personaje, y ambos cuentan con dos ataques para derrotar enemigos: uno “normal” y uno “especial”. Los personajes secundarios de la película, como Flounder y Sebastian, hacen apariciones y pueden ayudar al jugador en su búsqueda. Hay un total de cinco etapas, cuatro de ellas regulares. Cada uno presenta una pelea de jefes al final, con el jefe final siendo Ursula.
