El juego se llama Ultimate Battle 22 porque cuenta con 22 personajes al comienzo del juego. Se pueden desbloquear cinco personajes más y, al desbloquearlos, la pantalla de título dice Ultimate Battle 27. El juego se destaca por utilizar dibujos de celdas reales de los animadores como sprites de personajes y escenas antes de las peleas, que eran una novedad en el momento de su lanzamiento original en Japón (estas escenas se eliminaron en los lanzamientos europeo y estadounidense).
