Phantom Liberty is a spy-thriller expansion for the open-world action RPG Cyberpunk 2077. The narrative centers on the aftermath of the President of the New United States of America's orbital shuttle being shot down over Dogtown, one of Night City’s most dangerous districts. Players control V, a mercenary tasked with navigating a complex web of espionage and political intrigue. The expansion introduces Dogtown, a heavily militarized, autonomous zone ruled by a strict and authoritarian leader. With support from NUSA sleeper agent Solomon Reed (voiced by Idris Elba) and returning character Johnny Silverhand (voiced by Keanu Reeves), players engage in a story involving shifting alliances and covert operations. Designed for next-generation hardware, Phantom Liberty features new gameplay mechanics, side activities, and a main storyline centered on themes of power, trust, and survival.

Compared to the base game I found the missions more engaging and the story more interesting. Still A LOT of yapping but a more manageable storybuilding kind. My review for the base game applies to this too, but I would say this is the better part of the gamer for sure. Apart from going in and out of DogTown... that sucked ass.

Finally got to taste Phantom Liberty and the patch 2.2 after taking a break from Cyberpunk 2077 since my first playthrough in February 2024. Damn… that one ending in Phantom Liberty really hit hard, making the entire experience well worth the price.
This expansion is one of the best I’ve ever played. It adds much depth to the base game. Yet, the side activities don’t offer that much. Reyes’s missions, Mr. Hands’s gigs, and the usual vault drops and car thefts. At least Mr. Hands delivers interesting gigs compared to other Fixers. A new skill tree also added in this expansion.
Patch 2.2, Photo Mode got a nice little update and Johnny will appear alongside V during free rides. Maybe it’s just me, but 2.2 feels more optimized than when I last played it. All in all, Phantom Liberty is a must-have expansion.

Cyberpunk 2077 es, sin rodeos, una obra maestra. Aunque en su lanzamiento fue un caos de bugs y promesas rotas, hoy, en 2025, es un juego imprescindible, casi necesario en el día a día de cualquier amante del medio.
Night City late con vida, sus historias son profundas, humanas y desgarradoras, y cada rincón respira personalidad. Las mejoras lo han pulido hasta convertirlo en la experiencia que siempre debió ser: inmersiva, intensa y emocionalmente cargada.
Lo que antes fue polémica, hoy es legado. Cyberpunk 2077 no solo se redimió: se consagró.

Uma excelente adição há historia da/o V! Vale totalmente a pena jogar, nota-se que a dlc foi criada com carinho e não só para ganharem mais dinheiro em cima do jogo, não quero dizer muito para não dar spoiler aqueles que ainda não jogaram mas resumindo, se gostaram do jogo base, vão gostar da dlc pq é essencialmente mais Cyberpunk!

Coming back to Cyberpunk 2077 after a break felt fantastic, and Phantom Liberty made it even better. I massively enjoyed the DLC. CD Projekt truly delivered with this one.
First off, Idris Elba as Solomon Reed was an excellent addition. He’s one of my favorite actors, and his performance was nothing short of great. The story was gripping, and this time around, I was curious enough to see every single ending..
The new district, Dogtown, was a refreshing change from Night City; it felt more lawless and militarized, which fit perfectly with the expansion’s espionage themes. The added side content, vehicles, and gameplay enhancements were all welcome additions, making the world feel even more alive. And just when we thought they were done, CDPR dropped Update 2.2, adding even more content.
At this point, Cyberpunk 2077 has earned its place among the best open-world games. If I had one critique, it’s that Reed and Songbird should’ve been introduced in the main story, it would’ve made the overarching narrative even more impactful. But hey, no game is perfect.
The “tower” ending for V was conclusive, and honestly, I think it should be the canonical ending. Rather than dragging V’s story further, I'd love to see a fresh start in a future Cyberpunk installment.
One thing I forgot to mention in my main review is how much lore and world-building CDPR has packed into this universe. Between the Netflix anime (Edgerunners), which is one of the few animes I actually watched fully, the comics, and the insane soundtrack, they’ve cemented themselves as a key part of gaming culture.
All in all, Phantom Liberty is a fantastic DLC—well worth the price. I can’t wait to see what’s next for the Cyberpunk universe.
